The Russian Duma Passes Legislation for Cryptocurrency Cross-Border Payments and Legalization of Cryptocurrency Mining

On July 30, after extensive discussion and deliberation, the Russian State Duma passed a significant bill that allows, starting from September 1, 2024, under specific experimental legal frameworks (EPR), cross-border settlements and trading of cryptocurrencies. This move aims to facilitate the use of cryptocurrencies internationally and promote the convenience of cross-border economic activities. Additionally, the Duma also passed another bill, deciding to legalize cryptocurrency mining activities in Russia starting from November. According to the law, only corporate entities or individual entrepreneurs registered on the digital development department's register of the Russian Federation can participate in cryptocurrency mining activities, and must comply with established procedures and conditions. This signifies the Russian government's progressive acceptance and regulation of cryptocurrencies and blockchain technology.
