Russian Legislation Requires Large Social Media Accounts to Register and Limits SIM Card Quantity

On August 8th, Russian President Vladimir Putin signed into law an important measure aimed at tightening control over online content. Under this new law, bloggers with over 10,000 subscribers and owners of Telegram channels are required to register with the Federal Communications, Media, and Information Technology Oversight Service (Roskomnadzor). Failure to comply with registration procedures will result in consequences such as a ban on advertising and receiving donations. Additionally, the legislation also imposes restrictions on the number of SIM cards that individuals can purchase, with foreign nationals allowed up to 10 and Russian citizens up to 20. These measures are intended to strengthen oversight of the circulation of online information while also reflecting the government's intent to control information dissemination in the digital space.
